Low riders already exist in the base game, but they aren't powerful enough to hop over objects and stuff. A mod that could increase the power would be so cool.
That is less crazy than the real-life offroad 2CV. Citroen made a real one, called the "2CV Sahara", that they made 4-wheel-drive by placing a second engine and drivetrain in the rear of the car.
The "melting wheel arches" is probably because the original arches was set to a transparent colour, mounting things on transparent body panels seems to be melting stuff in Beam nowadays.
