got the masterwork quality 3 gem on the 3rd draw so its not predetermined. tried on 5 alts up to draw 4 its just like 0.5% probability so for 1 alt its almost predetermined statistically.

go for 4 rolls its worth it since you can get back the 1k orbs. you spend 1.4k orbs and you get at least 30gem power, 10crest, 2star gem, and contract.

It's 2400 to get the 4th roll and you will get 1000 back, hence the price is 1400. Of course you habe ich to get more than those 1400 orbs, but if your willing to get anything more with 1000 orbs (skin, awakening, crests), he is right.

All the limited time rewards are very disappointing. Like the halloween costumes, at the very least, this should be available annually.
OR, because fireworks are popular at different times of the year for different cultures and geographical regions, the fireworks should just be available all year round. Examples:
4th of July - USA
Diwali - India
Jan 1 - the entire planet
Blues Clues for Blizzard/NetEase - we aren't all Chinese. Shocking, I know.
These rewards cost an awful lot of money to develop and purchase. Blizz shouldn't be such cheap asses about limiting the time we can use them. It's a real turn off from a company that made half a billion dollars off a game in one year.
