Maasin is Considered 4th class due to its small city proper. Sorsogon is actually a 2nd class right now Borongan is classified as 1st class due to its big land area but in terms of progress it's at the bottom.

Maasin is more progressive and less poverty but because it is small I pick Borongan this time.
