I got the same problem like you, the real problem was the floor which I thought the key door wasn't react, and I tried insight to locate which floor I must push, and it showed different floor to push, so in conclusion use insight to locate the floor

in korea server, some people solved by stepping on the switch.

you have to press the switch that he did on 9:15, you must have flipped only the botton of the bridge
