I can see how they could balance it. Instead of 6 individual throws, you throw a fan of 6 in a cone in front of you, they can still one shot but they get more inaccurate with distance and you can't replenish them without the vest.

What they could have done is add a new wounding system that doesn't allow sprinting, lowers sensitivity, lightly shakes the camera, and pauses regeneration for twice as long. Like a weaker stun that does damage.
I think you can do a "Gimmick Weapon" Where basically the "Gimmick Weapon" is used for like some niche. Basically Cursed weapons but you can actually use them for ONE PURPOSE ONLY Edit:I think you can also do "Gimmick Moments" where you play a specific way with a specific costume like say...Equip the rat mask and only Crawl/Slither around while getting melee kills ONLY.
