Beautiful ring, but does not appear to be glass (vitreous) enamel that is cured in a kiln or by torch, rather appears to be polymer resin which you identified below as cured under ultraviolet light.
It seems like you covered the motif with the paint, then it jumps to you polishing... So my question is how did you remove the excess paint before polishing? Thanks

use abrasive to get the motif and paint to flush before polish
