The issue here is that not many people at all are going to know that answer and when people don't know they usually guess at something they've heard of. Most would have heard of the Beaufort scale (or the sea) and just felt maybe it was related to that. That was definitely worth another lifeline.
I work at the Met Office and I wasn't sure if it was A or D. Because the Met Office address is called Fitzroy Road, but the road around the site past the barriers is called Coriollis Way
Everyone slandering the audience needs to realise that the audience have to press an option, even if they are not sure. This means, any sort of clues in an answer will always sway the majority of the audience towards that answer. In this case, the Beaufort Scale is used for wind intensity and hence immediately something one can associate with meteorology, which likely swayed the majority audience to picking B, even if they were clueless

Far less knowledgeable contestants than him have won more money. Really unfortunate, he showed so much promise to make it to the very end. Should've definitely used another lifeline.
I’ve always wondered if they would allow you to give instructions to the audience. I would say “If you aren’t sure of the answer, vote according to your birthday, A if it’s in the first quarter of the year, B if it’s in the second quarter, and so on.” Then an answer should stand out because it’s right, not because it’s more likely to be guessed at. Or, the votes would be nearly even, indicating that almost no one knew the answer.
I would say “if you don’t know, vote D”. Because then if D got all the votes then it’s D, and if D got some of the votes but not all then you can rule out one option and look at the other three. I’m sure the show doesn’t allow it though because then the lifeline would be too valuable
