On Monday, the House passed HR 1157, the “Countering the PRC Malign Influence Fund,” by a bipartisan 351-36 majority. This legislation authorizes more than $1.6 billion for the State Department and USAID over the next five years to, among other purposes, subsidize media and civil society sources around the world that counter Chinese “malign influence” globally. That’s a massive spend - about twice, for example, the annual operating expenditure of CNN. If passed into law it would also represent a large increase in federal spending on international influence operations. While it’s hard to total all of the spending on U.S. influence operations across agencies, the main coordinating body for U.S. information efforts, the State Department’s Global Engagement Center (GEC), has an annual budget of less than $100 million. There is obviously no issue with the U.S. government presenting its own public view of what China is doing around the world, and doing so as forcefully as needed. But this bill goes beyond that by subsidizing “independent media and civil society” and other information operations in foreign countries. Indeed, this is already routine. The Global Engagement Center, which will likely play a strong role in implementing the bill, spends more than half its budget on such grants, and USAID, which will also play a lead role, makes grants to foreign media and civil society organizations a key part of its efforts. HR 1157 would supercharge these programs. Crucially, HR 1157 doesn’t seem to contain any requirement that U.S. government financing to foreign media be made transparent to citizens of foreign countries (although there is a requirement to report grants to certain U.S. congressional committees). Thus, it’s possible that the program could in some cases be used to subsidize covert anti-Chinese messaging in a manner similar to the way Russia is accused of covertly funding anti-Ukrainian messaging by U.S. media influencers. ================================================== A 500-million-dollar business! I am 74 years old and I have been watching videos of travelers to China for the past 3-4 years. I have never seen one video from anyone who had anything bad to say about the country or the people. I have been completely blown away by how beautiful the cities and the countryside are and how technologically advanced China is -- so much more so than the USA. The anti-China propaganda spread by our government is disgusting. When I hear it, constantly, and when I see so many Americans who do not even question it, it makes me so angry I want to scream. All they know is that China is a communist country, and as far as they are concerned, communism is "evil' and therefore not even worth discussing. Our government doesn't even want China to prosper because they (our politicians) are afraid that their communist model will make our capitalist system look bad by comparison. But it is true -- our capitalist model IS inferior. In this country, EVERYTHING is treated as a business commodity, and profits ALWAYS take precedence over the welfare of people and the common good. In this country, there is no longer even a concept of the common good. It is all about "individual freedom." But here in America, one needs to be very rich to be free. 1) The truth is there are limitations in China such as what people can or can not say in public, on social medias, while US seems to have a little bit more freedom of that. 2) The government of China does get things done if the decisions are made, you can see the results in a stunning speed. While in US the politicians will promise a whole bunch of things during campaign time, as soon as they are elected, very few of those promises will be materialized, too many interest groups will make any "progress" become extremely difficult.

Great video. I’m Canadian and my partner Derek is Chinese. We were in China last September for three weeks. I was not prepared for it, absolutely amazing experience, the hospitality was over the top. Easiest place to travel, everyone was so friendly and helpful. It did help that I had a translator right by my side the whole time. Lol

Hi Beerose , I believe that China now has increased a visa free of 1 month for foreigners instead of 14 days a few months ago, before then it was really hard to apply a Chinese visa in Australia. We joined two early tours designed for overseas Chinese by the Chinese Government in May last year when we really had to struggle applying for Chinese visa. We all admire how securely daily lives the Chinese government is able to provide for the people and hopefully the US can do the same, don't try to fool your people anymore don't try everendingly to create enemies as threat to the US year in and year out, make peace with all people in the world.

There is news that Rednote is urgently developing an in-app translation feature, but please don't hold overly high expectations about your identity. Clean streets, clean subways, Women are safe to walk in public 24 Hours a day, in fact everyone is, no one who will steal your phone or bags. Trains and buses are on time with all being very affordable. Food is fresh and cheap etc.

I am a retired Canadian and my wife was born in China. Last year I visited China for the first time and stayed for about 2 1/2 months. We had an amazing time. The people are very friendly and the scenery was breathtaking. The food was excellent; such variety, and the price was so much lower than here in Canada. I was a few pounds heaverier when I arived back home, but I am looking forward to my next visit.

I don't live in China or the US nor do I claim to know much about XHS or about social media apps in general. But from the viewpoint of discussing geopolitics, I worry about this news tbh. How do we know for sure that the ban AND the influx of Tik Tok refugees, is NOT a calculated move by the US particularly by its intelligence to gather information and to get a good picture on things inside China including about public sentiment from Chinese netizens directly from a native app? (for example the news about US users asked Chinese users to show pictures of streets and daily life inside the country) Or worse, to foment false imaging about life in the West among Chinese netizens that could one day become seeds of a colored revolution? To think such a development is not going to be exploited by that intelligence apparatus is dangerously naive. I can agree with BeeRose that this development is worth celebrating but only to a certain degree. But we always need to have a base assumption that the US is not stupid or short-sighted. We cannot wholly assume that this Congressional ban is a backfire or bungled move but there could very well be sophisticated and long term plans by the US. We need to be vigilant about that.

But after 20 years of observation, I found that most of the US overseas actions are completely against the US interests. People would say that the Gulf War was for Iraqi oil, but a large part of that oil was actually sold to China! The US is not a democracy, it is an oligarchy that has always served the rich and powerful ruling classes who have political connections (like the lobby groups, the military industrial complex, corporations, big Oil, Wall Street, Silicon Valley and so on) and not the ordinary American people. the key thing is the US has always been like that. It was founded on colonialism and imperialism, to conquer and take land and resources for extraction and profit. They did that to the Native Americans, then Black American slavery and later all the wars and interventions it has done for at least a century. The system is geared towards giving power and wealth to a very few while driving all its other citizens to poverty and misery. Keep in the mind this was the same US that was part of the Eight Nation Alliance (八国联军) that brought China down in the early 20th century. The US was always part of the Western powers that brought the 百年国耻. The 八国联军 still exist. The difference is the US was a junior partner then but now it leads them. While it is nice to hope for the best scenario that you mentioned, I personally don't think the US and its allies (like Britain, the EU, Canada, Australia, Japan, Turkey, Israel and so on) can live in peace with China or the rest of the world. They don't want that happiness for mankind in the multipolar world that China wants. They want to dominate the world and suppress the rest of the world. Since at least 2016, foreign interference in American elections and civil society have become central to American political discourse. The issue is taken extremely seriously by the U.S. government, which has levied sanctions and called out foreign adversaries for sowing “discord and chaos” through their propaganda efforts.
But apparently Washington takes a different view when it comes to American propaganda operations in foreign countries. On Monday, the House passed HR 1157, the “Countering the PRC Malign Influence Fund,” by a bipartisan 351-36 majority. This legislation authorizes more than $1.6 billion for the State Department and USAID over the next five years to, among other purposes, subsidize media and civil society sources around the world that counter Chinese “malign influence” globally.
That’s a massive spend - about twice, for example, the annual operating expenditure of CNN. If passed into law it would also represent a large increase in federal spending on international influence operations. While it’s hard to total all of the spending on U.S. influence operations across agencies, the main coordinating body for U.S. information efforts, the State Department’s Global Engagement Center (GEC), has an annual budget of less than $100 million.
There is obviously no issue with the U.S. government presenting its own public view of what China is doing around the world, and doing so as forcefully as needed. But this bill goes beyond that by subsidizing “independent media and civil society” and other information operations in foreign countries. Indeed, this is already routine. The Global Engagement Center, which will likely play a strong role in implementing the bill, spends more than half its budget on such grants, and USAID, which will also play a lead role, makes grants to foreign media and civil society organizations a key part of its efforts. HR 1157 would supercharge these programs.
Crucially, HR 1157 doesn’t seem to contain any requirement that U.S. government financing to foreign media be made transparent to citizens of foreign countries (although there is a requirement to report grants to certain U.S. congressional committees). Thus, it’s possible that the program could in some cases be used to subsidize covert anti-Chinese messaging in a manner similar to the way Russia is accused of covertly funding anti-Ukrainian messaging by U.S. media influencers.

For too long, funds meant to safeguard these interests have been diverted to questionable projects-like $6 million for Pacific island weather and ocean data collection, $5 million for English language training in Angola, and $2.5 million for scooter charging stations in Vietnam. With this bill, we send a clear message: the United States will not allow the spread of malign influence that threatens freedom and democracy worldwide."

I am 74 years old and I have been watching videos of travelers to China for the past 3-4 years. I have never seen one video from anyone who had anything bad to say about the country or the people. I have been completely blown away by how beautiful the cities and the countryside are and how technologically advanced China is -- so much more so than the USA. The anti-China propaganda spread by our government is disgusting. When I hear it, constantly, and when I see so many Americans who do not even question it, it makes me so angry I want to scream. All they know is that China is a communist country, and as far as they are concerned, communism is "evil' and therefore not even worth discussing. Our government doesn't even want China to prosper because they (our politicians) are afraid that their communist model will make our capitalist system look bad by comparison. But it is true -- our capitalist model IS inferior. In this country, EVERYTHING is treated as a business commodity, and profits ALWAYS take precedence over the welfare of people and the common good. In this country, there is no longer even a concept of the common good. It is all about "individual freedom." But here in America, one needs to be very rich to be free. There is no freedom for the average working-class person.

Your message is long overdue. I have American friends and I've always known that the heat we're getting from America does not represent the everyday American. But I'm so happy to hear this directly from you. I hope more Americans will let their Chinese friends hear this message directly on Rednote. The government in Beijing has all but given up hope that Washington has any interest in bringing the two people together. That's why they've emphasised quite a few times this people-to-people exchange in the last couple of years to visiting American diplomats, not because they think American politicians will act on it but just so that the international press covering the visits (hence, ordinary people too) get to hear Beijing's invitation to ordinary Americans to China. RedNote looks likely to help create just the bridge that the two countries so badly need.

1) The truth is there are limitations in China such as what people can or can not say in public, on social medias, while US seems to have a little bit more freedom of that.
2) The government of China does get things done if the decisions are made, you can see the results in a stunning speed. While in US the politicians will promise a whole bunch of things during campaign time, as soon as they are elected, very few of those promises will be materialized, too many interest groups will make any "progress" become extremely difficult.

As to your point #2, NOTHING gets done here in America. Our entire economic system is based on profit, profit, profit -- with all of those profits going to the CEOs and white-collar executives of those businesses. The average worker never sees any increase in wages, and those profits are not even taxed enough to assure that they serve the interests of the common good. Here in America, the very term "common good,' at least among conservatives, has come to be associated with socialism or communism and is therefore considered to be "evil." Everything in this country is geared towards INDIVIDUAL wealth. From what I have seen of China (in the many videos of travelers that I have watched), you are light-years ahead of the USA technologically and likewise economically and socially. Easiest place to travel, everyone was so friendly and helpful. It did help that I had a translator right by my side the whole time. Lol

Hi Beerose , I believe that China now has increased a visa free of 1 month for foreigners instead of 14 days a few months ago, before then it was really hard to apply a Chinese visa in Australia. We joined two early tours designed for overseas Chinese by the Chinese Government in May last year when we really had to struggle applying for Chinese visa. We all admire how securely daily lives the Chinese government is able to provide for the people and hopefully the US can do the same, don't try to fool your people anymore don't try everendingly to create enemies as threat to the US year in and year out, make peace with all people in the world.

There is news that Rednote is urgently developing an in-app translation feature, but please don't hold overly high expectations about your identity. It is still primarily an app designed to facilitate communication about various interests in a Chinese-speaking environment. Trust me, Chinese people generally don't like labeling anyone or anything to differentiate or treat them differently.

Clean streets, clean subways, Women are safe to walk in public 24 Hours a day, in fact everyone is, no one who will steal your phone or bags. Trains and buses are on time with all being very affordable. Food is fresh and cheap etc.

Our trains are bad - they have not got around to fixing that yet.

Gallagher, Cotton and those who vehemently trying to ban TikTok should realize that contents of these other Chinese apps (XiaoHongShu/RedNote) are comparatively a lot more “wholesome” than other available apps here in the US. People hide behind this but was not the real reason for the ban. Big tech driving out competition, and anti-China paranoia are two main reasons.
I am a retired Canadian and my wife was born in China. Last year I visited China for the first time and stayed for about 2 1/2 months. We had an amazing time. The people are very friendly and the scenery was breathtaking. The food was excellent; such variety, and the price was so much lower than here in Canada. I was a few pounds heaverier when I arived back home, but I am looking forward to my next visit.

As a Chinese living in Shanghai, i want to be fair to say, China is still under development, although our country achieved great progress and is becoming leaders in many areas. There are lots looks positive, however might be lots to be continuously improved. Anyways this is a very safe country for sure

Hi Bee, as you spoke, XHS had been busily working on a translation service, so it means the app won't be separated, at least for now. Also, AFAIK, there's an international version that doesn't require ID (I think).

I don't live in China or the US nor do I claim to know much about XHS or about social media apps in general. But from the viewpoint of discussing geopolitics, I worry about this news tbh. How do we know for sure that the ban AND the influx of Tik Tok refugees, is NOT a calculated move by the US particularly by its intelligence to gather information and to get a good picture on things inside China including about public sentiment from Chinese netizens directly from a native app? (for example the news about US users asked Chinese users to show pictures of streets and daily life inside the country) Or worse, to foment false imaging about life in the West among Chinese netizens that could one day become seeds of a colored revolution? To think such a development is not going to be exploited by that intelligence apparatus is dangerously naive.
I can agree with BeeRose that this development is worth celebrating but only to a certain degree. But we always need to have a base assumption that the US is not stupid or short-sighted. We cannot wholly assume that this Congressional ban is a backfire or bungled move but there could very well be sophisticated and long term plans by the US. We need to be vigilant about that.
If the US government really cares about American interests, it is really possible. But after 20 years of observation, I found that most of the US overseas actions are completely against the US interests. People would say that the Gulf War was for Iraqi oil, but a large part of that oil was actually sold to China! The US is not a democracy, it is an oligarchy that has always served the rich and powerful ruling classes who have political connections (like the lobby groups, the military industrial complex, corporations, big Oil, Wall Street, Silicon Valley and so on) and not the ordinary American people. the key thing is the US has always been like that. It was founded on colonialism and imperialism, to conquer and take land and resources for extraction and profit. They did that to the Native Americans, then Black American slavery and later all the wars and interventions it has done for at least a century. The system is geared towards giving power and wealth to a very few while driving all its other citizens to poverty and misery. Keep in the mind this was the same US that was part of the Eight Nation Alliance (八国联军) that brought China down in the early 20th century. The US was always part of the Western powers that brought the 百年国耻. The 八国联军 still exist. The difference is the US was a junior partner then but now it leads them.
While it is nice to hope for the best scenario that you mentioned, I personally don't think the US and its allies (like Britain, the EU, Canada, Australia, Japan, Turkey, Israel and so on) can live in peace with China or the rest of the world. They don't want that happiness for mankind in the multipolar world that China wants. They want to dominate the world and suppress the rest of the world. That is what their political system wants and needs. Unless there are internal people's revolutions within the US and its allied countries to change the system, I don't necessarily see a nice scenario occurring. Maybe, just maybe the Americans who are now in Xiaohongshu may be the beginning of some revolutionary change. It's too early to say that. But can wait and see, I guess.
