No, you only increase the hip measurement by 2, which assuming the hip is 40 you add extra 2inches to make it 42. That is now the person's hip measurement. Then you cut 40 on the lining.
You add extra inches to the hip, like assuming your round hip is 40 you now make it 42. Then on the hip of your lining you just use 40. Then you now add equal allowance to both of them.
In a very simple way, if the person is short use 16, if the person is average, use 17, if the person is tall use 18. It's just about the height of the person. And their body size too. Size 8, you can use 16, from size 10, you can use 17. From size 16 up you can use 18
