Boise is in a 40 mile wide flat valley with sagebrush and no trees in site. Portland is in a hilly heavily forested river valley containing 200 foot tall Douglas fir trees between the coast range to the west, and the cascade mountains to the east. It doesn't take rocket science to know that geographical limitations, and super tall trees make widening a freeway extremely difficult.

I love Boise's nice wide up to date freeways. Too bad Portland being a larger city and too cheap and stupid to widen their freeways. SMH
