I think what makes this film's ending so satisfying, is this. Not only do the puppies make it home alive and well/ Cruella's plan to skin the puppies fails magnificently, but Roger also proves Cruella and her snobbery about his songwriting completely wrong. With "Cruella De Vil" becoming a massive hit, and him and Anita becoming wealthy overnight, it's like she is doubly defeated in both a physical and economic sense. And "Dalmatian plantation" at the very end is of course the Cherry on top!
In the 1996, Cruella and her henchmen get their comeuppance and are sent to jail. In the remake, it is the police who bring the puppies home in their police vans. It is the police, who are the film’s heroes in the 1996 live-action remake.
I hate to say it, but I would not be too sure about that. If you listen to one of the puppies during the mansion scene, he says they're "bought and paid for", and earlier, Cruella was willing to PAY Roger and Anita for their puppies. If Cruella was able to somehow trace all the ones she did buy back to the two, it could land Roger and Anita in some pretty hot water. But then again, those puppies didn't have collars, and it's unlikely she'd go through the paperwork declaring ownership over something she didn't plan on keeping alive.

And even if she did manage to trace them/press charges, Roger could now probably afford a pretty decent lawyer to defend him! As you say, probably wouldn't have been worth Cruella's while, given their lack of documentation. Not to mention, it could unintentionally link the case back to when Roger and Anita (correctly) suspected her, by bringing up a whole new case involving Dogs!
