SDVs are normally in open position and close in shut down situation and BDVs are in just opposite

Please i have a question on event tree analysis of hydrocarbon gas leak as initiating event, if the fire detection system fails on demand will deluge system be activated or not? or the outcome will just be fire. secondly if a blowdown works is there need for deluge system again.
