The rebound setting is to stiff so t slow speeds it holds the fork down rather than let it return correctly, so the balance of the bike shifts dramatically to the front wheel. Once you release the rebound and get that right, then add preload to give more structural integrity in braking so you don't travel so far through the stroke.
It means that you have far too much rebound damping in the forks. Back of the damping 2 clicks at a time to get rid of the 'packing' the setting is creating. Dave Moss Host
