I agree that MCU Spiderman being placed in a powerful tier because he relied on technology too much more than his powers. He does use his power but not by the letter.
While Spiderman from the comics, he'll be placed in the most powerful tier because Spiderman from the comics has greater potential to be the best and most powerful superhero among them.

the spider sense, the way it works is it tells him that danger is coming but it doesn't tell what the danger is.

I think dr strange is strong than Wong, and Peter "defeated"/outsmarted him, so I would place him ahead of Wong, but that's also fine
