Noo dude of course she does Her circle doesn't need to show on the other teammates since her buff is not a direct buff to allies but a debuff to enemies. If you look closely after using her skill into basic attack you should see the debuff down arrows on all enemies. That should confirm that the debuff is working. Her circle is just so you can keep track of uptime.

The circle means she debuffs any enemies around her and because it's a debuff neuvi can take advantage of it
