Might I recommend taking a look at Global Defense Forces? It's the closest thing to the rebels having their own combine, expect for a tougher captain which has 80 HP.
Best if the INPC is also installed the addon allows for more intelligent behavior.
And they are allowed to use their default weaponry.
When fighting against INPC combine that's also augmented by Improved combine, the fights are interesting, and also make the combine look stupid smart.

Unfortunately the INPC mod conflicts with the patrol mod I use
