I think we should take full chiller power (Compressor+condensor fan power)

You can do that or even you can consider chilled water pumps and condenser water pumps power too, but the problem here is that you wont be having any reference values to compare your measured value. Where as for only compressor, designed values are provided by manufacturer himself.
