I must comment that neither scrip tures are saying it's a sin for women to dress up looking good, wearing jewelry etc. Keeping it in proper context: In Isaiah the issue is pride, in 1st Timothy the issue is also pride but specefically placing wrong value on dressing up. The point is that a woman's true character must be focused on her inner character. That doesn't mean wearing Jewelry, makeup etc. is wrong. In fact I know of women who do not wear jewelry nor makeup etc. whose character leaves much to be desired as being a Christian while another who wears makeup, jewelry etc. displays much better character and true godliness.
Im not exactly sure if that scripture was highlighting a particular sin that they were parading around but I think the main focus was just that, if you sin and you parade it around with pride and no remorse than the Gods judgement will surely come because there like no repentance or conviction
