I don’t think the notion that Earth controls heaven is entirely accurate. Now I think there is truth in there. But it is not complete.
It is more accurate to say it is from the earth that heavenly decrees are enforced and established within the earth. So that if there has been no enforcement, the heavenly decree will not be established on the earth.
I know what Matthew 18:18 says but I want you to pay attention to how the word bind is used. In the first instance it is used in the present, “whatever you bind on earth…” and in the second instance it is used in the past tense, “shall be bound…”. The same is true for “loose” as well. So this indicates that from heaven’s perspective that which is being bound or loosened is already a done deal. So that only that which has already been bound in heaven or loosened in heaven can be bound on earth or loosened on earth.
If you read this verse in the amplified it is very clear.
