The man lost to a Gear 3 attack ... which is just plain weak compared to Kaido and Big Mom tanking Gear 4 like its nothing. But that's the movie which is fan-service. If I had to rank Shiki it would be Admiral Level. Strong AF, but not in the same realm as Big Mom, Kaido, Whitebeard, Garp, Rocks and Roger. I will say that, based on what the manga and the cannon ova of Shiki's backstory, Garp either weaken or it was just that Shiki had grown stronger but Garp would have gotten his ass whooped if he had challenged Shiki one on one. On a side note, the other Yonkos would have done the same to him and as for Dragon, not only has he challenged the world government, he has destroyed many, many countries affiliated with the government, so the fact that his bounties could be higher than even Whitebeard and Roger wouldn't be surprising at all, but until Oda puts it on paper officially, just wait and see how much Dragon's bounty will be.

I will say that, based on what the manga and the cannon ova of Shiki's backstory, Garp either weaken or it was just that Shiki had grown stronger but Garp would have gotten his ass whooped if he had challenged Shiki one on one. On a side note, the other Yonkos would have done the same to him and as for Dragon, not only has he challenged the world government, he has destroyed many, many countries affiliated with the government, so the fact that his bounties could be higher than even Whitebeard and Roger wouldn't be surprising at all, but until Oda puts it on paper officially, just wait and see how much Dragon's bounty will be.
