GTA 5 Police VS Ballas in the mission "Hood Safari'
Trevor, Michael and Franklin decided to join the police and finally start doing some good things like keeping the streets of los santos Safe, catch criminals etc but sadly lamar refused to join the police as well so franklin and denise was left with no option but to arrest lamar and put him behind bars that's why lamar didin't appear on this video.

I think it’s supposed to demonstrate how the hood never changes. CJ and sweet eventually disappeared and the hood got taken over, now you have Franklin and Lamar in the new version of grove street

I once sent rockstar an email about an idea I came up with where you should have been able to be fully enrolled as a police officer, and be able to actually do the accurate police work but without mods. They never actually responded to the idea.
