For Indians, scooter is a utility vehicle which helps to carry lots of luggage around and gives good mileage. Plus anyone can use is as it is controllable and comfortable. Maxi scooters definitely have more comfort and performance but the utility factor is missing. indian ladies and girls don't need a performance vehicle. And boys and men will always opt for a bikes as scooter always performs less than a bike and is percieved as masculine looking . So People just don't see why they have to spend more on a scooter. Just look at aerox, it's almost 1.8L onroad but there are several bikes which outperform the aerox at that price range. People are accustomed to gear vehicles and don't see a meaningful advantage the maxi offers over a bike
