Your soundcard/sound chipset likely has audio samples pushed into a circular buffer and when the conputer hangs due to an unexpected error the samples aren't updated anymore and any small amount of audio samples played back really fast generally sounds like this.
Despite knowing about this video for years this is the first time I have ever taken the time to fully watch it. I have only seen the bits of the video between 0:11 and 0:14 in random clips.
