After a closer inspection of her clothes (and the flyaway hat in the right corner) I discovered the lighting was to blame for that. She's Tenshi Hinanawi the celestial antagonist from Scarlet Weather Rhapsody! Who has very blue hair when not backlit by a massive amount of flames. XD (or her multiple re-colored sprites from Touhou Hisoutensoku.)
