Yes EC is a joke in India. It has been sold out of BJP since 2010. In my district out MLA for state elections couldnt have won because he was literally the epitome of incompetency and BJP was giving him the ticket but did so only 2 weeks before the elections. He won by a margin that was double the the previous time which for everyone here is just a impossible thing.

EC needs reinforcements. New laws and different way to conduct elections. Supreme Court needs to make a decision quick. Government policies should improve. There’s a lot of improvement needed in India. And I don’t think anyone’s making any progress regarding this

So you must inquire with that specific DEO that why the slips were disposed prematurely. 1) Violation is from one DEO's jurisdiction. 2) Second DEO is keeping the VVPAT Slips.. hence they are "complying the rule to keep it". 3) Where the matter is sub-judice VVPAT slips are substantiated, but cannot be disclosed due to the matter is sub-judice. Since its kept they are also complying to the rule. I'm neither surprised nor doubtful.. but you seem to be.. by the way nice work.. need little more homework with the report to sound more legit.

Well they can use Evm.But VVPAT Slips shall not be deposited manually by machine.Instead the voters have to get the Slips in their own hands,then they verify and deposit that by their own.Election commission can implement protocols to ensure that all voters shall have deposited slips than thrown it outside or have taken with them.If not also no problems.That case the vote should be invalid.Counting shall only be based on VVPAT Slips not Evm.Evm should only used for some Reference if anything.Don't tell about time consumption. Earlier also this was like that only.Its better to have Time consuming election rather than a shady one.All the opposition parties shall make sure sure the counting should only based on manually deposited VVPAT Slips or Election should be conducted in entirely on Ballot papers in atleast Next Lok Sabha.If this not happened the fault is with only opposition parties not the Ruling party.Why Opposition Parties are Waiting??
