Since this is an engineering building, it seems the architect wanted to show off how elevators work by "peeling back" the wall of a traditional elevator shaft to reveal what you typically can't see. That's why it's not glass. It was intentionally done this way for the aesthetic. If it were glass, it would lose that aesthetic of the shaft disappearing ("a look behind the walls") because it would look like any old atrium with glass elevators.
I just think it's pathetic, though.
There are lots of such elevators in Vienna, Austria. Many old buildings have them running through the staircase and the shaft is open on three sides, but the cabs are closed, with a few exceptions.
That shaft view from the outside is absolutely awesome!!
Yeah I don’t know why it’s not glass usually whenever the elevator is glass it will be safer
The old Thyssens in Plaza Surabaya also does that. The elevator I mean was originally a glass elevator but the scenic wall were blocked off from the inside.

My county has a elevator shaft that is open on the second and third floor but the elevator is not glass

It's a college campus. They don't want students etching graffiti into the glass. Stainless steel and fake wood is cheaper to maintain and purchase
