The president is not himself he is the people of the Philippines. There are no secret agreements when it comes to sovereignty. Sovereignty is the Filipino itself and people's(Filipinos) hàs the right to be informed.

I am not a lawyer but i think it is ludicrous and surely laughable that matters of sovereignty can be the subject of a gentlemen’s agreement between two leaders whose acts are subject to ratification by a co-equal branch of government. If duterte did this, the people who took an oath to defend the republic but did nothing to stop the president are equally guilty and must be held accountable.
