Not impossible but I think demons on the level of Fiddle operate differently from Eve or Tahm. Fiddle is basically a force of nature so it's more likely for him to consume other demons then to have allies like Eve

Sure, some demons can work alongside with him but I'd doubt they would worship him. Alike to Evelynn, the lesser demons are all BOUNDED to her, instead of worship or willing collaboration.
