I feel like waiting for the right time for when it is safe enough for cons to happen again. I dont want to get sick because my vanity and the weeb in me wants to attend events in a long red gown and be queen supreme. When convention season is safe and secure for us, I will happily walk down those aisles and halls again.

IMO. It depends if the number of COVID confirmed cases that might be lowered as well as active COVID confirmed cases including COVID confirmed cases that already did not submitted. It won't be easy if the cons and events that might be open. But it is better to stay alert.

Should we have a Live Convention at the end of 2021 or is it too risky?

It is still too risky to have a live conventions by end of 2021.

For me, it is too risky. Since North America already opened its live conventions & events but they need to require to follow strict health protocols.

Maybe by Q3 2022, as there are many factors that must still to be considered:
    * If the number of cases and hospitalization will dip down from the current counts (also if face shield requirements will be lifted)
    * If we have reached the "herd immunity" in vaccine (70-80%).
    * If the transportations are allowed to operate in full capacity and all PUV routes will be opened
    * If the inter-zonal and international does not require any protocols or any quarantines.
    * If all age groups are allowed to travel, and curfews are lifted
    * If other non-essential businesses are allowed to operate in full capacity
