Sir, in indian 33kv system (earthing by grounding transformer) why 42 kv class LIGHTNING ARRESTEE used ? Whearas in 132 kv system ( effective grounding) 120 KV class LIGHTNING ARRESTER USED ?

Not clear why only the voltage range is 2.2KV to 33KV for solid grounding, Thanks
