You absolutely can use it, it's just in PVE I find it not very suitable for dealing with long range as its inaccuracy in that range leaves much to be desired. In PVP it is a beast though

When using vigilance, does the shield count as taking damage?
As long as you take hits with the shield, you won't lose Vigilance.
