This franchise is very ambiguous, I wish there was some feuilleton or even vidya about entire franchise, every version, and this shitty russian bootleg "neigbours-be-like" games. (funfact: in Poland one of these russian bootlegs is officialy realeased, as next "Neigbours from Hell" games; official title is "Nasty Neighbors: No Picnic for Celebrity")

Although in fact this is a pathetic parody made by Russian developers, who just localized the Neighbors from Hell dilogy into the Russian, and called it like: Kak Dostat Soseda (How to get a Neighbor)

PC version has better angary animation of Mr.Rottweiler and i think it has higher resolution quality too i was playing on 1280x1024 5:4 (17" inches Monitor) but yeah i can see some more and better features in console version

Because bad guys always hate good ones. Rottweiler is a complete shit of a person and also a very bad neighbor. He always abuses the weak ones and breaks the law. Woody is physically weaker than Rottweiler so that's why he plays these tricks on him. It's pretty obvious that the tricks are his only weapon against Rottweiler.
