I just looked at the link in the description, it said he calculated he could have made it 1,500 miles but had to stop there, because 1,500 miles would have been in the middle of the atlantic ocean. Its so he can adjust his buoyancy in flight (release sand or pop balloons). If he had just enough balloons for lift he would be in trouble if just one popped...
Some balloons will fail during flight. When a balloon fails in flight, I can simply drop some sand to offset the lost lift, and keep flying. The more sand I have, the longer I can fly.

Right at 7:37-7:38 you can see it 'snap' at the end of the line, and a shower of water comes cascading off the balloon; it was so wet; all the balloons were so wet; it was 'raining' inside that little boat, from the condensed water dropping down from from the balloons above me, and onto my head and the little boat I was flying.

"This type of aircraft" refers to a gas cluster balloon system. If we want to be more specific, we could say 'dilatable gas cluster balloon system'-- to differentiate it from a super-pressure, non-dilatable gas cluster (à la Thomas Gatch, in the Light Heart.)

At 5:45-5:47, that is one of the popped balloons that is still connected to the string. It is flapping around in the wind created by the sharp descent rate.

Either you control the descent or the balloons will, and the balloons don't care about having a safe landing area.
