I think they WE'RE both evil ,Cora was merciless and wanted a perfect life for Regina and Regina is depressed and she didn't know that that depression led her to darkness my opinion on both of them is that they weren't strong enough but bravo to them they got them selves out of the dark side well idk about Cora I mean I guess but ..... sure she's considered
