Basically yes, you are right. You want that 24 frames per second, but when you animate on twos, meaning every frame is duplicated once, you technically speaking only have 12fps for that 1 second. you use this technique instead of just doing 12fps animation (as far as i understand) because you animate specific actions on ones, some on twos and some on threes. But changing fps mid animation is just a bad idea generally so dont do that. for quick scenes or detailed movements you might want to animate on ones, meaning every frame is slightly different, most of the time you want to animate on twos and for example anime usually animates on threes, thats why the movement is often choppier. Animating on threes has the benefit of just a third of the frames needing to be drawn, which makes the animation choppy and slower, but the images more detailed. (because time and money is saved)
