The government is at fault. So backwards! People elect uneducated people into office. There should be a written contract that each party agrees to the approved sketches and the total price before any work is done. That will eliminate who said what at the end. The shop should also be required to post how many tattoos they have done or how long they have been in business, so that the customer has some information to go on, if this is a legitimate business they can trust and not some fly-by-night business operating with inexperienced tattoo artists. The customer is entitled to know this information ahead of time so that they can make an informed decision if this is a business they can trust to do a good job. Unfortunately nothing will be done as usual in Goa by this government and this problem will come up again and again. That is the problem when functional illiterates are elected into office.
