I was today years old when I learned Pikachu has a special surf animation.(Also I think the board is blue because of Kris' palette)
It's from Yellow version by getting Surf on Pikachu after beating Stadium. It was blue in Yellow as well.

The lack of Lugia lore in Gen II is probably down to Lugia having been designed exclusively for the second movie, and being added to Gold and Silver fairly late in development.
