@jtan2130 hello! it came up as an optional add-on during online check-in. i only booked “economy” seat which included a regular seat assigned to me by PAL, while the neighbor free seats are for “premium economy.” therefore, to get a neighbor free seat, i paid for a seat upgrade from “economy” to “premium economy” first, then i paid another fee to buy my neighbor’s seat. hope this helps :)
