Kazuya's ending takes place in the Hon Maru stage. Him and Jin are the only characters you can control in this stage during Story Mode. As that stage is only accessible in Story Mode as those two character's playthroughs.

Kazuya and Devil were actually quite similar to Norman Osborn and Green Goblin only they could unify their minds with the anti serum.
