Do you have any advice on how I can get one of these. I've been grinding legendaries esspessialy the heavies from the cryptarch and I've had no luck. Do you have any way to boost your luck or is my rng just shit.
I've got some advice. All Taken King questlines drop Taken King (Year 2) rewards. There are at least two questlines from that expansion that have "heavy weapon upgrade" when completing them. The loot pool is much smaller. I got the Yr2 crucible rocket launcher and the Yr2 vanguard rocket launcher (the Choleric). Unfortunately mine dropped with Mutiny (against Fallen Captains), not Disciplinarian. But that's one idea, it doesn't take that long to get through the Taken King, but I dunno if you'd want to make a new character
It's the only rocket launcher that can drop with disciplinarian. It does extra damage to fallen. Since the strat Vosik uses makes rate of fire and reload unimportant, the extra damage makes a huge difference.

He does but mutiny gives 5ish% percent less bonus damage. I have that same roll and it might be possible just much harder.
