When Deku said Gentle was the hardest he's fought, I think he meant hardest emotionally. Obviously Gentle isn't a super strong villian but his motivation and desire to not do serious harm to anyone but to just achieve his dreams is what made Deku torn inside about trying to stop him.
Everyone else Deku has fought have been psychopaths. Stain was probably the least evil and he was still a serial killer. These two were barely even criminals honestly.
Also it was definitely emotional for Deku since Gentle wanted to be a hero and without the help Deku has gotten he could have ended up in his position.
La Brava did drop out of Middle School but the scene where she found Gentle was years afterward, So she's about 19 or 20 something right now while Gentle is I think 26.
She's 22 and Gentle is... 30? I think? I dont remember Gentle's exact age but he's in his thirties and i know La Brava is 22. She's a grown adult, but a lot of people think she's a child, so her age comes up a lot when reactors get to these episodes. She's just really small, kind of like how Mineta is tiny compared to all the other kids in class 1-A even though he's the same age.
It's definitely the hardest for Deku because the other enemies were simple - they were evil, they wanted to hurt others, and even if Deku didn't want to kill them he had no qualms harming them. With Gentle, he was none of that - so fighting him was a challenge in many ways. It's also so important, this battle, for Deku to see the full humanity of a "villain" and how much their society has failed people like Gentle. We as the audience see it in characters like Twice, but Deku has never met Twice, so this is his first exposure to this sort of idea, apart from his own experiences as someone who grew up Quirkless.
La Brava is a trilingual pun. In Spanish, it means "The Brave One", but when written in katakana, it uses the same letters as "Love Lover". Two different meanings requiring the letters of the third to function.
A fact that barely gets mentioned in the anime, but is part of the lore of MHA, is that your quirk affects your personality. Therapy is offered to children with destructive quirks to prevent that quirk from turning them into a destructive person. That's one reason people like Shigaraki and Toga end up so dangerous, they never had such therapy, so their desires for destruction/blood, as driven by their quirks, are unhindered. La Brava is certainly kinda stalker-ish, but with her quirk, it makes sense. With a quirk like "Love" I imagine feelings of affection for others become quite intense quite easily, leading to stalker-like behavior. Even Gentle, with his sort of grey morality makes some sense with his quirk. Overhaul, too, now that I think of it, with how he wanted to reshape and control all of humanity.
We can also see examples of people who have villainy quirks but dont turn evil, possibly be because of quirk couselling, like shinsou or 1b homeroom teacher.

When Deku said that Gentle Criminal was the hardest villain that he had to fight, he was referring to the fact that Gentle Criminal was the one that he empathized the most because stopping him literally meant ending his dream. And he knows what it feels to have a dream that looks impossible to achieve. Basically, he was the hardest to fight because he relates to his situation and knows that he could´ve end up the same way as him if he wasn´t because he met All might.
Gentle is so sweet. Shoots away Deku so it just looks like they were trespassing. If they were caught fighting a hero student, it would have been much more severe.

i feel like gentle hero's character is kind of a showing/example of the kind of person deku could have grown up to be in slightly different circumstances seeing as to how similar gentles younger self is to deku near the start of the anime with them both having big aspirations to becoming heroes but being blocked by an obstacle, for deku he was just in the right place at the right time when he met allmight if you really think about it.
Horikoshi highlights Izuku and Shigaraki are very similar but opposites due to how they were raised and supported. Izuku had his loving mother while Shigaraki had abuse even before a manipulating, evil ballsack of a mentor that led him down this path.
Gentle was the hardest villain Deku has had to face when it came to ideals. Gentle is what Deku COULD’VE become. Deku and Gentle were fighting for their dreams that they both wanted to achieve. Mentally, he was the hardest due to the clash of ideals. Obviously he wasn’t the strongest physically. We’ve seen that with Muscular and Overhaul
If you see what izuku did in the 1st episode is as same as what gentle did in the flash back trying to interfere in heroes work. They both had good hearts but izuku is at the right place at the right time and for gentle it's the opposite.
And fighting doesn't mean just physical it's also a lot of mental battle. Now imagine if uraraka turned out to be a villain and deku have to beat her and for sure physically deku is more powerful but mentally that would be a very tough battle for him.
He was serious when he said he was the strongest he faught on his own (without a healing battery on his back) I don't know if that counts lol... I feel like gentle will become a hero in the future and we'll see him again. It may have been hinted at but idk.
