Yes..first wash white fully then only apply other colours

No seetha.. do not wash the fabric..once u wash the cloth , the starch gum present in the cloths will remove. If so,fabric paint may spread. Always paint on new cloths.
This youtuber replied yes,because she meant about colour washing..
