I'd say I save a minimum of 1 second or more depending on the car/ track combo. The loose feeling could be the car isn't setup properly to your style or you might be leaning on the abs too much and the repeated locking and unlocking of the tires may be upsetting the car.
At 4 Seconds that's typically a driving/track knowledge issue. To answer your other question a setup on average will gain you 1-2 seconds depending on track size.

Great lap. I can’t seem to keep the cars stable through corners or under hard braking. Very squirmy.

But this setup is not usable for race. Engine and brakes will blown up :-) Amazing time though.
I use this for races all the time and i haven't run into any problems and ty.
