I don't think Bartholomew is stupid enough to go head to head with Shanks. Most likely, they will pay a minor price and then after apologising to the town, Shanks would try to win their support for his grand plan against Blackbeard. Luffy will not stop Blackbeard from succeeding in anything unless if he is obliged to do so. The reason being that it is not his goal to interrupt other people's adventures. Luffy hates him and does not care what he is doing as long as he does not mess with him again. He has come across three ancient weapons and decided to do nothing. He even said at Fish man island that he does not care if BB pirates are hunting devil fruit powers. An alliance between red haired pirates and straw hat pirates before Luffy decides to fight Blackbeard is possible.

Just sometime the effect they added makes people confuse like "where are we now?" although it just a few seconds Cuz Kaibutsu didn't add a new frame just for the episode itself, so all we do is rely on the middle reactor
