Dio was able to use time stop way better. Dio was able to make the limit steadily go up, and would have been eventually infinite to whenever he wanted time to resume. Not to mention Dio could also spam it way more than Jotaro, as we can see with Polnareff and Senator Philips. If Jotaro could use it as good as that, Pucci would be done for.

when I was reading part 6 at the Made in Heaven arc I had this playing the whole time on loop and it fit so well. It was one of the best experiences I've ever had well reading something

Dio was able to use time stop way better. Dio was able to make the limit steadily go up, and would have been eventually infinite to whenever he wanted time to resume. Not to mention Dio could also spam it way more than Jotaro, as we can see with Polnareff and Senator Philips. If Jotaro could use it as good as that, Pucci would be done for.
