I think you are not out of place with your critic. I think that if anyone is showing up to an event of some sort we all attempt to match the energy. So I don’t think it’s too much to ask from the public, that he conducts basic higiene, washes his hair and dresses up at least with a short sleeve shirt and some nice shorts if that’s his thing. Selena herself said it in one of her songs- you sang off key because it was not yours. That’s Justine, if it’s not about him, he is not going to put in the effort.
Justin definitely has his own style that he is comfortable in, and there is nothing wrong with that at all. Plus, none of us really know exactly what he may be going through on any particular day. Depression, medication, lime disease, etc. I'm speaking from experience. I also have depression and a past infection of Epstein Barr. I have low energy a lot of times. I think he's there to support Hailey, be a protector, and wants her to be in the spotlight because it's her company. For people not to be focused on him. If Hailey is okay with the way he dresses, then why should anyone else be bothered by it, just my opinion.
