Great intentions to increase passenger capacity, but the infrastructure itself is the problem. The area around NAIA is very limited so with bigger terminals to accommodate more people, they're using the same runways which are inadequate for additional flights. This will be just like LGA here in NY - built new terminals but still using same runway system so there are still massive delays. San Miguel should have just concentrated on building the Bulacan Airport instead to make it the new gateway.
The 2 are separate and not mutually exclusive projects. It is normal for major cities to have more than one airport, and having both airports under the same management might actually lead to better coordination.

Naia was designed to have 2-4 runways but its surroundings was neglected, and their urban planners was never recalled, ontop of this their local officials never enforced the residential and commercial zonings around naia. Thats why it never been expanded and became congested. Better to cancel the rehabilitation plan, what a waste of money. Just imagine what gonna happen in the future after this? They will still end up closing it and converting it into a new CBD, once the bulacan and clark, plus the sangley point airports completed.

Now it's totally impossible to implement any meaningful expansion critical to really make the facility function like the "world-class" operations that the developers are hoping to achieve, and sadly what's happening is that it's becoming the proverbial "putting lipstick on a pig" situation here. Airports are designed not only to make traveling easy and convenient for the passengers, but especially to make it function efficiently. With gleaming renovations and expanded areas but with the same runway infrastructure dating back to what could be the equivalent of "stone age" design compared to modern times, flight delays will still be a major issue. And that's a huge hurdle that NAIA will always stumble as this will affect the high-level business travel market that airlines are focused on to obtain profit levels. Sure, airlines can use bigger aircraft to pack in more passengers but at the expense of business travelers being able to choose the flights that best suits them based on their travel needs because the frequency of the flights need to be curtailed in order to accommodate runway capacity. IMHO I think it would have been more beneficial for Filipinos to have a brand-new world-class airport like the development of the Bulacan facility where San Miguel could have focused on instead of figuring out what "cosmetic" they will go to for this "lipstick" they will use on NAIA. I dont get it. Why? They’re already building a new airport in bulacan, they have another one at clark which they could just speedup the building of another terminal. And then they have another planned sangley point intl airport in cavite. So why spend billions more to expand NAIA? The government should just make a plan how to convert the whole naia complex into another central business district, and build new government establishments around it. Because their existing ones are getting so old and becomes fire hazard. Manila dont even have new police and fire stations, no modern post office, no modern courthouses and city hall. Lahat bulok na. It is normal for major cities to have at least 2 airports. Sangley needs to be expanded first. Clark is a good airport but it could also be expanded to better cater to northern Luzon so point to point travel skirting Manila is improved.

They’re dividing and bunching them: PAL international and domestic flights will be bunched at NAIA 1 and 2, while the rest will be at NAIA 3 and 4 will be all other airlines international and domestic flights. With proper bunching I expect they could improve connectivity between international and domestic flights so tourists don’t need to do this complicated dance they’re doing currently.
I haven't heard anything about creating better interconnectivity between all the terminals? This is one of the biggest inconvenience with NAIA right now.

So the government still gets 80% and SMC 20%. But the people complain that the terminal fee is too high, so the government decides to subside the fee by waiving 50% of its revenue. Now the government gets ₱800 but SMC gets ₱400. Do you get it?

Why would the government even consider upgrading and expanding Clark when it is already being underutilized as it is today? That’s why the government has been expanding the LRT rail lines to eventually connect to Clark so that more people will choose to fly via that route instead of NAIA. Majority of passengers prefer to fly to NAIA than to Clark because it is in the capital, and NAIA is the hub of major airlines.

Terminal fees are a minor contribution to airport revenues. The major asset of NAIA lie in real estate so when properly developed with concessionaires the majority of the revenue with come from there.
At top airports around the world, I have noticed that their workers don't hang around, chatting and giggling, staring at their smartphones, texting, leaning on the wall, eating, or even squatting on the floor. I see this at NAIA and it's really an eyesore. Even if our airports were moderniized, our airport employees - from immigration officers to ground agents to baggage handlers to security personnel to the cleaners, they should all keep in mind that they are the first impressions that many visitors have when they arrive in the Philippines. First impressions go a long way. They should have monitors to go around to make sure that everyone looks and acts professionally.
