Most likely it would run in medium or high. I have a RTX 2080, 32GB of RAM, and R9 3900X and play it on ultra.

It is control and R to turn it on and then f and r to adjust the speed but in this train it is on the left screen.

Do you know good PC specs under $1000? That can run this game just good enough.
I think anything with a Core i5/Ryzen 1500 would run this okay with a GTX 1660. Best to read the system requirements found in the Steam page.
