Education can not be a benchmark to select candidates in a country where less than 10 pct of the population has a college degree (and access to college does not correlate with ability). Many hardworking, bright people, in our country still do not have opportunity to attend university. Conversely, if you come from a upper middle class/rich background you are virtually guaranteed a college degree.
