I was surprised when you said 4 year can't speak properly. I actually joined in my village local language Kindergarten when I was 2.7 years old exactly. And I joined my kid joined playschool when she was 1.6 years, and now she is in English Kindergarten can speak English fluently , she is now 3.5 years.
Always remember , my mother taught me always have heavy vocal conversations in front of a baby from day 1 keeping their focus towards you , no matter how many languages you mix up , but when the kid comes by age 20 , he/she will catchup to every language easily what the kid has learned her at time of childhood. A kid mind no matter from whatever country or whatever religion is like a plain white sheet of paper like an empty brain. Feel everything by age 20 with careful and cautious with moral things, he/she will remember for his rest of his life. This learning will also contribute to his/her career in a better and inspirational way.
